H.E. Rapil Zhoshybayev

Rapil Zhoshybayev was born on August 22, 1963. He graduated from the Kyrgyz State University in 1985, St. Petersburg University of Economics and Finance in1992, and has a degree of doctor of economic science.

From 1985 to 1988 he worked for the state economic planning Agency of the Kyrgyz Soviet Republic.

In 1988 enrolled as an intern researcher at the Leningrad Finance and Economics Institute named after Voznesenski, and in 1989 became a graduate student of the St. Petersburg University of Economics and Finance.

Since 1993 - Third Secretary, Second Secretary of the Department of International Economic Relations of the Ministry of Foreign Affairs of the Republic of Kazakhstan. Since 1996 - Head of the CIS Department.

Since 1998 - First secretary and Counselor of Kazakhstan’s Embassy to the Baltic countries.

From August 2000 - Deputy Chief of Presidential Protocol.

From July 2003 - Head of the Division for interfaith relations of the Presidential Administration.

Since October 2004 Deputy Foreign Minister. From October 2007 to May 2013 – Executive Secretary of the Ministry of Foreign Affairs.

On May 24, 2013 appointed First Deputy Minister of Foreign Affairs. Mr. Zhoshybayev has the Diplomatic rank of an Envoy Extraordinary and Minister Plenipotentiary of the I class.

Awards: 2nd degree “Dostyk” order in 2006 and “Parasat” order in 2011, anniversary medals “10 years of Independence of the Republic of Kazakhstan” in 2001, “20 years of Independence of the Republic of Kazakhstan” in 2011, “10 Years of the Constitution of Kazakhstan” in 2005, “10 years of the Parliament of the Republic of Kazakhstan” in 2006, “10 years of Astana” in 2008, “20 years of Ministry of Defense of the Republic of Kazakhstan”, letters of gratitude from the President of the Republic of Kazakhstan and the head of the Presidential Administration in 2001, 2003, 2007, 2010. Also has awards of the Ministry of Economy of Lithuania - the medal "For contribution to the development of business," the Shanghai Cooperation Organization - a medal "10 years of the Shanghai Cooperation Organization," badges "for achievement in the formation of the Customs Union" and "200 Years of the Consular Service of the Ministry of Foreign Affairs of Russian Federation”.
