Duncan Allison, Head of Power and Infrastructure - SMBC Dubai. SMBC has formed a new advisory team in Dubai, created from the transfer of senior specialists from SMBC London and the hiring of a number of key members of the former HSBC Power and Utilities Project Finance Team in Dubai (which Duncan Allison used to head).
Duncan Allison has been a project financier for over thirty years and has been based in the Middle East since 2004. Over this time he has led Government procurement advisory teams that have procured and financed over USD 20bn of projects in the MENA region and has acted as a procurement advisor for the Governments of Abu Dhabi, Bahrain, Dubai, Kuwait, Morocco, Qatar, and Saudi Arabia . He was financial advisor to Abu Dhabi Water and Electricity Authority on nine successive major procurements between 2004 and 2015. He led the advisory team that structured the original regulatory and structural regimes that forms the basis of limited recourse financing in Dubai, which includes the solar programme.
In Saudi Arabia, he was responsible for advising on the original Duba Integrated Solar Combined Cycle renewable programme (before the project converted to EPC) and is currently advising a developer on tendering for the current 100MW SEC PV tender. He also led the advisory team which structured the RFP for the Kuwait Government solar programme (Al Abdaliyah) and was advisor to one of the developers which achieved a world record price for the recent Sweihan Solar PV project in Abu Dhabi in 2016.
